After installation, Steam will save the PDF in the game directory. By default, you can find it here:

If you cannot find the file there, make sure you have downloaded the DLC. To do this, right-click Airport Baggage Simulator in your Steam Library, select “Properties” → “DLC”, and check that The Official Book DLC has a blue checkmark.
